The location analysis of a sector involves a particular methodology. In the first stage, the locational requirements of firms in a specific sector are listed. In the next stage, location factors and the particular features of individual regions and locations are identified. Finally, the locational requirements of firms and the locational characteristics of regions are systematically compared in order to find the best match. The underlying assumption of this approach is that firms seek to maximize their profits and, thus, choose the location that best satisfies their requirements, based on the region’s inherent characteristics.

An important aspect of Storper’s approach (1995, 1997c) is that he emphasizes the role of context-specific institutions.
