Denmark was the first continental European nation to establish an employer mandated employment injury scheme in 1898. However, employment injury provisions in many other countries were often based on social insurance principles. This was the case in Germany and in other European countries, and in time, employment injury mandates were either augmented by the practice of insuring employers or otherwise by replacing them with social insurance schemes funded by payroll taxes levied on employers. Although employer mandates which require employers to insure themselves with a public carrier are very similar to employer-financed insurance provisions, the use of the payroll tax in the latter case is widely regarded as a key difference between the employer liability and social insurance approaches.
In addition to paying retirement pensions, provident funds are also used to cover disability. If the worker becomes unemployed, and is unable to find work, the accumulated contributions may also be withdrawn prior to retirement. In many cases, partial withdrawals are also permitted in the case of temporary unemployment. Provident funds were established in many British colonial territories in the middle decades of the past century in the period preceding independence. Unfortunately, little historical information has been obtained to clarify the reasons for this decision or to highlight the role of 32 Social Security, the Economy and Development British politicians and civil servants in promoting the spread of provident funds in the Anglophone developing world.
