While the public perception of these initiatives is not always positive, not least because there is some doubt that such exercises have any real effect upon policy decisions, they nevertheless provide an important route of state–citizen relations at the local level (Lowndes et al. 2001b). Until very recently, however, the potential for new technologies to enhance state–citizen relations has been largely overlooked by local government.
