Like other contributors to this volume, Pawson rejects successionist views of causation, in which the goal is to establish those independent variables responsible for a dependent variable. The elaboration of alternative generative views of causality is the focus of the chapters by Dave Byrne and by Malcolm Williams and Wendy Dyer. Contrasting the concerns of epidemiology and the individual clinician, Byrne introduces the problem of the relationship between distinct levels of reality—the health of populations and of individuals, and the causal processes relevant to each.

The elaboration of alternative generative views of causality is the focus of the chapters by Dave Byrne and by Malcolm Williams and Wendy Dyer. Contrasting the concerns of epidemiology and the individual clinician, Byrne introduces the problem of the relationship between distinct levels of reality—the health of populations and of individuals, and the causal processes relevant to each. He shows that two approaches with very different understandings of causality (a biomechanical model on the one hand and a version of social constructionism on the other) cannot deal with emergent phenomena and with non-linear causal processes that cross levels.

One can multiply that experience by looking beyond the administrative category and into the essential policy ideas. Such a process may allow the policy-maker a better chance of steering clear of past mistakes—whilst not, of course, avoiding new ones. Cumulative knowledge about the whos, whys and wherefores of programme success is not tied to the paraphernalia of each initiative but occurs through a process of abstraction. Realist synthesis thus ends up with theory. Public disclosure policy I now turn to a miniature demonstration project that will attempt to put into practice the rationale for realist synthesis described above.
