We must. More is at stake than the life chances of African-Americans. The future of our entire country depends upon how well we educate African-Americans and other minorities in the years ahead. The truth is that much is known about the condition of African-American education. Yet we find that little has changed in the achievement of these students since the introduction of standardized achievement tests Page 2 in the early part of this century. Academic success continues to be an elusive goal for the large majority of African-American students on all levelsfrom elementary to higher education.

In Chapter 6, Norris Haynes and James Comer stress that institutions in society work in concert with each other to perpetuate inequalities. Moreover, they argue that in order to improve schools, you must improve society; in order to improve the status of African-American students, you must improve the status of African-Americans.
