All groups had jokers who made fun of the exercise both by calling out to others in the group and by producing joke pictures. Often they were actively disruptive, passing comments on other people's efforts, for example. A favourite ploy was deliberately to produce obviously childish drawings. Frequently, there were dropouts who refused to do the exercise saying it was stupid and that they had not come along to play games. Occasionally, people became very upset and on one occasion two people walked out of the session, one of them in tears.

That old system has been replaced by one based on time saving. Programmes leading to NVQ do not specify any entitlement to training time and funding is paid partly on completion. The result is that trainers reported pressures to push young people through quickly. Despite this, many of the young people still describe time wasting. In at least some cases, this went on while gaps in the training they felt they really needed were not addressed. Time saving is, therefore, not the opposite of time wasting, as the simplistic, NCVQ view of training efficiency would seem to suggest.

Thus: Their future role politically, socially and economically is vital to our national life but, even more important, each is an individual whose spirit needs education as much as his body needs nourishment. Without adequate education human life is impoverished (DES, 1963: xiv). When the school-leaving age was raised in 1972 there were serious attempts to follow this prescription. Many authorities built new units (the RoSLA units) which embodied the Newsom proposals for flexible spaces, practical areas, social areas and classrooms clearly designed for small groups.
