The EEA, the Bilateral Agreements with Switzerland, Stabilization and Association Agreements with the Balkans, and the European Neighbourhood Policy extend EU rules and policies beyond EU borders. None of the developments that have brought about and sustained differentiation is likely to go away in the foreseeable future.

Horizontal differentiation is the variation in territorial extension across policies. Differentiation becomes visible when we move from aggregate data averaging across policy areas to disaggregated data for individual policies. 5 illustrates vertical integration for selected policy areas.
