Pressure to liberalise the education market, to remove legal, regulatory and bureaucratic barriers distorting ‘market competition’ has followed from the commercialisation of the sector. But while liberalisation, at the level of the General Agreement on Trade in Services (GATS), is a response to the commercialisation of the sector, there is an internal dynamic as well. Alongside the casualisation of staffing contracts, is a tendency to reorientate research funding towards short-term, competitive project grants, the allocation of which can be rather prescriptive, and a tendency to manage the ‘business’ of education.
