Dollars are dispersed to programs and initiatives that address the following focus areas: 1) Initiatives that have the ability to demonstrate measurable (positive change) in our communities with regard to at-risk youth. 2) Programs, agencies and educational efforts that discourage negative behavior in youth, i.e. alcohol, smoking, violence, crime, etc. and encourage positive behaviors. 3) Educational initiatives, programs and projects that focus on educational reform and change not including higher education.
